This Columbia, MD based 8(a) small business provider of leading edge IT and Data solutions is seeking a key partner (company or independent consultant) that has recent and direct past experience with Provider Enrollment Chain and Ownership (PECOS), the National Plan & Provider Enumeration System (NPPES) and/or the Medicare Exclusion Database (MED), to join an established team pursuing this late Summer RFP out of the Centers for Medicare & Medicaid Services Center for Program Integrity (CPI) Data Analytics and Systems Group.

APS is an early detection screening, monitoring, and alerting tool which identifies bad actors before they can engage in fraud, waste, and abuse. This includes preventing ineligible providers from enrolling in Medicare, and determining which currently enrolled providers are ineligible so that CMS can take appropriate administrative action. 

Incumbent: TISTA 

The incumbent contract was awarded to TISTA in 2016. It was competed as an 8(a) set-aside action on CIO-SP3 SB. TISTA is now a large business. What was initially supposed to be a 5-year contract, valued at $76M, has been extended multiple times and the total spend to date has ballooned to more than $220M. The latest CMS forecast (Item 240328) does not indicate a release date for the forthcoming solicitation, but with a projected award date set for March, an RFP is imminent. At a recent industry event, it was reported that this is on track for August/ September release and is expected to go out on 8(a) STARS III with Tonya Anderson serving as the CO. 

Known Partnerships: TISTA has an active mentor protégé relationship with Macannie. Macannie is an 8(a) STARS III Prime.
