A research request was provided last week to OS AI from an 8(a) small business who noted new details posted by the Department of Homeland Security related to two sister contracts out of the US Coast Guard whereby the agency announced the 8(a) set-aside RFPs will be released this Spring, but as the requestor noted, in both cases the incumbent no longer qualifies as an 8(a).

We at OrangeSlices AI do believe in the need for more and better-informed competition, so provided below are 1) opportunity details provided by the requestor; 2) some key points of contact; 3) related pursuit/capture data; and 4) when possible, projected odds of these contracts going back to the incumbent.

The ask: Seeking additional details and insight into a pair of upcoming recompetes out of USCG. The first is a $16M contract to provide the Aviation Logistics Center Technical Information Management Branch (TIMB) with Technical Data support services. The second is a $16M contract to provide the Aviation Logistics Center with Asset Computerized Maintenance System (ACMS) O&M support services. “We are trying to understand the disconnect – these were competed as a small business set-aside last time on OASIS. For the recompetition, they are now listed as being 8(a) set-aside actions on OASIS, but the current incumbent, who is Prime on both, has not been an 8(a) in years.

Competitive Details (as known) related to the predecessor contracts:

Contract 1 – Technical Information Management Branch (TIMB) Technical Data Support Services

  • Incumbent: Solutions Through Innovative Technologies (STI-TEC)
  • Contract Vehicle: This was latest competed in 2018 using GSA OASIS Pool 1 as a small business set-aside action.
  • Contract Details and Spend to Date for Award ID 70Z03818FE0000062
  • Expected Recompetition Date:OS AI Note: According to the most recent forecast update, the solicitation is expected to be released in late April as an 8(a)-set-aside action using GSA OASIS.

Contract 2Asset Computerized Maintenance System (ACMS) O&M support

  • Incumbent: Solutions Through Innovative Technologies (STI-TEC)
  • Contract Vehicle: This was latest competed in 2018 using GSA OASIS Pool 1 as a small business set-aside action.
  • Contract Details and Spend to Date for Award ID 70Z03818FE0000075
  • Expected Recompetition Date:OS AI Note: According to the most recent forecast update, the solicitation is expected to be released in late June as an 8(a)-set-aside action using GSA OASIS.

** Please note that OS AI will not speculate here as to the accuracy of any scope details provided by the requestor and/or any current plans related to the timing, details, and likelihood of any recompete.

What are the odds of the incumbent company winning this contract as a Prime again?

The OS AI Bot calculates the odds the incumbent wins these contracts back as N/A

OS AI Note: The latest forecast indicates that these will not be competitive, but they will be awarded on OASIS through the 8(a) program. We cannot speak to why this has moved to the 8(a) program, nor can we say why these contracts will not be competed. We can confirm that STI-TEC no longer qualifies as an 8(a) or a small business under most situations, though they do still technically show in GSA as a small business under Pool 3.

To support efforts to gather information and to help any interested firms to influence the direction of any future procurement, included in the POCs above are the contract specialists supporting these procurements, as well as the USCG small business specialists that support this center.

It is worth nothing that STI-TEC maintains a number of active mentor protégé arrangements, to include serving as a mentor to 8(a) BISI Solutions, SDVOSB Targeted Approach, and VOSB Render Security Engineering
