A research request was provided last week to OS AI from an 8(a) small business who noted new details posted by the Department of Homeland Security related to two sister contracts out of the US Coast Guard whereby the agency announced the 8(a) set-aside RFPs will be released this Spring, but as the requestor noted, in both cases the incumbent no longer qualifies as an 8(a).

The first is a $16M contract to provide the Aviation Logistics Center Technical Information Management Branch (TIMB) with Technical Data support services. The second is a $16M contract to provide the Aviation Logistics Center with Asset Computerized Maintenance System (ACMS) O&M support services. “We are trying to understand the disconnect – these were competed as a small business set-aside last time on OASIS. For the recompetition, they are now listed as being 8(a) set-aside actions on OASIS, but the current incumbent, who is Prime on both, has not been an 8(a) in years.

Contract 2 – Asset Computerized Maintenance System (ACMS) O&M support 

  • Incumbent: Solutions Through Innovative Technologies (STI-TEC)   
  • Contract Vehicle: This was latest competed in 2018 using GSA OASIS Pool 1 as a small business set-aside action. 
  • Contract Details and Spend to Date for Award ID 70Z03818FE0000075 
  • Expected Recompetition Date: OS AI Note: According to the most recent forecast update, the solicitation is expected to be released in late June as an 8(a)-set-aside action using GSA OASIS.
