The recent news out of the Centers for Medicare & Medicaid Services that they are planning to release a solicitation in Q4 of FY 2023 for this contract to provide in-person assisters with technical support services and solutions that enhance assisters’ knowledge and skills so they can facilitate enrolment in insurance coverage, Medicaid, and the Children’s Health Insurance Program (CHIP) through the ACA (Affordable Care Act), is already drawing a lot of interest from the small business contractor community that supports CMS today.
A dedicated push by CMS to support and foster a robust small business community over the past several years has seen an increase in the number of contracts that were previously completed full and open unrestricted, having all, or portions of the contract, carved off and flipped from unrestricted to small business set-aside actions.
While there has been no indication that this will happen with MATS, you can expect this increasingly savvy group of small business vendors will be working to influence the future direction of the competition for this contract, whose set of support services include, but have not been limited to, assister certification and supplemental trainings and continuing education programs development, help desk support, assister email inbox operations maintenance, Certified Application Counselor (CAC) application processing, inquiry response and tracking system development, and in-person assister community technical support, while leveraging a technology environment that includes Salesforce CRM, Service Cloud, and development of custom solutions on the force.com platform using Lightning, Apex, Visual Force, and the out of box Salesforce tool suite.
The predecessor contract, which was awarded to GDIT in early 2019, was initially supposed to be a three year effort, but CCCIO posted a detailed limited source Justification and Approval (J&A) this time last year which extended the contract to ensure it could complete a number of projects that were deemed critical and urgent. The J&A outlines a number of the ongoing efforts at the time, to include the buildout of a No Surprises Help Desk (NSHD) and scalable call center solution; and, in support of NSA implementation efforts, the need to leverage GDIT’s Salesforce platform development expertise and experience designing, developing, and implementing the digital IDR process for consumers and providers. The modified contract, which has now seen upwards of $50M in obligated funds and spend to date, is now set to expire in February of 2024, with an award expected in November of 2023 to allow for a potential transition if needed.
