Hope remains for small businesses interested in bidding as Prime on this upcoming US Citizenship and Immigration Services RFP which is seeking professional services to support the modernization and automation of its financial business processes on modern technical platforms. It had initially been communicated that this RFP was to be competed on GSA OASIS, but a recent update notes that DHS is currently conducting market research on both OASIS SB and Unrestricted Pool 2.
Will this end up being set aside? There is no indication at this point that anything will change. According to their last update: “No determination on acquisition strategy or possible set-aside opportunity has been made while market research is ongoing.”
What we can say is that if the number of small businesses that have reached out to OS AI about this opportunity is any indication, we suspect that contracting and small business officials have been fielding their fair share of calls from the many interested parties, large and small, as they work to influence the direction of this upcoming RFP.
The estimated solicitation release date remains set for this December. There will be more to come if and when additional information is made available.

The aggressive modernization and automation of financial business processes on modern technical platforms supported by the Office of Information Technology (OIT) will be of increasing focus for the United States Citizenship and Immigration Services Office of the CFO (OCFO) as we push into 2024.
One way in which the agency will support this requirement is by putting in place a new 5-year contract to obtain a range of financial, technological, executive, and analytical support services that will enhance the CFO operating environment. According to the most recent information provided, this RFP is tentatively expected to be released late in Q1 of FY 2024 on GSA OASIS as an unrestricted competition. Of note is that, while there is a clear technology and automation component to this, the NAICS code that USCIS tentatively plans to use will be an accounting code (541219). This could change and, while we don’t expect anyone to lodge a formal NAICS code appeal, we do expect companies to be working to influence the final NAICS, contract vehicle, and small business competition decisions.
Driven by the DHS OCFO Innovation Hub, the Department of Homeland Security has been one of the more forward-looking agencies when it comes to solving OCFO problems by pushing the envelope in developing new, innovative ways to process, aggregate, analyze, share, and collect data to make better-informed decisions. Given that this is a new requirement and there is ample time to position for this, and to help influence the direction of the procurement that will be driving new approaches at USCIS, the competition will be fierce.
