The latest word out of DHS is that they do plan to recompete this 5-year U.S. Immigration and Customs Enforcement (ICE) contract at some point this Summer, but it appears that the scope will be growing as they also plan to consolidate the work covered under this requirement with that of another contract.
Initially set to expire this Friday, DHS signed a modification late last week with incumbent Capgemini which extended this Enforcement and Removal Operations (ERO) Program Analytical and Technical Support Services task through the end of calendar year 2023. Shortly thereafter, DHS explained the tentative plan is that they will consolidate this contract with another when it is recompeted, but specifics are limited at this time. DHS informed OrangeSlices that they are working to provide more details as soon as possible. We will share here if and when information is made available. For now, it is important to note some changes are coming.
As background, the current ongoing Program Analytical and Technical Support Services task contract was awarded in 2018 on the BAPSLE BPA, with Capgemini beating out two other bidders. (Award Details and Spent to Date can be found here). The latest word out of DHS is that the next iteration of this contract, to include any expanded scope, will be competed on GSA OASIS. DHS has stated that the solicitation is currently expected to be released as early as next month and the new requirement will be 5 years in duration. A focus for the next iteration of this contract will include establishing forecast planning and monitoring of detention facilities, while evaluating operational processes and developing technologies that optimize capacity utilization data for facility and population reporting. In addition, ongoing examination and evaluation of existing business procedures, systems, and technologies, and utilizing analytics to identify operational trends and after-action reports will continue to be included. More details will be shared as any new scope or changes are revealed. [OS AI Note: Presumably, the Capgemini-led ICE ERO ECCO Call Center Professional Support Services task (another BAPSLE task) is the contract which they will be folding in with this one, but this is unconfirmed. Task Award and Spend Details for that $19M contract can be found here].
