Apparent CIO-SP4 Small Business Prime awardees that are targeting Homeland Security, as well as current CIO-SP3 SB Primes that are hanging on until the many challenges with standing up this new GWAC are resolved, are taking notice as the US Citizenship and Immigration Services Information Technology Field Services Division (ITFSD) recently announced tentative plans to release a solicitation in early 2024 for a 4-year contract to manage IT assets, provision IT hardware and provide associated services to USCIS end-users. 

A wide range of services are expected to be provided under the next generation of this Asset Management and Provisioning Support contract (known as AMPS IV), to include Program Management, Technology Management, Fulfillment Operations, and Asset and Inventory Management. The Information Technology Field Services Division (ITFSD) works in partnership with USCIS customers to provide services to the USCIS end user community, to include supporting more than 24,000 federal and contractor staff. This includes being responsible for providing continuity of technical services for all offices, programs, and projects enterprise-wide, to include enabling end user technical support along with the necessary computer equipment, peripherals, mobile devices and network access essential to achieving their mission. 

The known incumbent on this contract is QualX Corporation, an SDVOSB which was one of the CIO-SP3 SB On-Ramp awardees. Details related to the current contract, which was competed on CIO-SP3 SB, to include spend to date, can be found here. That competition drew 4 bidders. QualX is not on the current list of apparent CIO-SP4 awardees and USCIS has stated that they are still conducting market research on this requirement, so it is worth tracking to see where, when and how this is eventually released. DHS stated that the solicitation is expected to be released in March of 2024.
