The Department of Veterans Affairs Office of Integrated Veteran Care (OIVC) recently kicked off market research efforts in support of the Integrated Informatics and Analytics (II&A) Program as they seek an industry partner capable of providing high performing data analytics personnel with a high degree of expertise in healthcare including advanced data analytics support services to help ongoing VA efforts to create a data driven culture, and drive results to achieve business goals.
While the initial total value of this two year contract is not expected to be huge, the strategic value and opportunity that comes with providing a complete and senior data science team made up of Data Engineers, Data Scientists, and Program Analysts to provide healthcare data analytics support services, and program/project management support services to assist the Denver, CO based Veteran Health Integrated Veteran Care Office (IVC) and the relatively new and dynamic II&A Program leadership team, ensures that if this contract is released in a competitive fashion, it will draw a crowd.
A focus for the II&A Program includes providing tools and support for VHA leadership and offices to make data-driven decisions by: implementing a data stewardship program; developing solutions to resolve and mitigate data quality issues; promoting better understanding and use of data and information technology; and attempting to impact clinical and business workflows to enable a high performing health system. Examples of the types of services IIA provides include: coordinating “big data” analytics for purchased care network population health efforts to provide comparability to VHA population health efforts by enabling users to apply a value-based measurement framework to measure outcomes and costs; developing analytics and dashboards to describe and monitor utilization and cost drivers, support repatriation efforts, reduce care fragmentation, detect unusual patterns of care, and identify cost savings opportunities; and ensuring conformance to enterprise information technology, systems, and related IT-dependent resource management, workflow standards and processes by supporting all IVC directorates to address related interdependences, ensuring alignment with key enterprise IT and informatics stakeholders, including Office of Information and Technology (OI&T), Office of Health Informatics (OHI), Electronic Health record modernization EHRM (Cerner) and related enterprise stakeholders.
The agency is still in the process of formulating its acquisition strategy, but OS AI has heard from several leading Service-Disabled Veteran-Owned Small Business partners who are actively working to influence where and how any solicitation will be released.
