A research request was recently provided to OS AI from an 8(a) small business looking for details related to a FY 2023 Centers for Medicare & Medicaid Services contract competition.

We at OrangeSlices AI do believe in the need for more and better-informed competition, so provided below are 1) opportunity details provided by the requestor; 2) some key points of contact; 3) related pursuit/capture data; and 4) when possible, projected odds of this contract going back to the incumbent.

Scope (provide by requestor): The latest CMS forecast has a listing entitled “CMCS Web Site Development, Operations, Maintenance and Testing Services” with a total potential contract value of $20M over 5 years.

Competitive Details for prior contract (as referenced in the forecast):

** Please note that OS AI will not speculate here as to the accuracy of any scope details provided and/or any current plans related to the timing, details, and likelihood of any recompete.

What are the odds of the incumbent company winning this contract as a Prime again?

It appears that Innosoft no longer qualifies as an 8(a) on any contract vehicle. If this stays in the 8(a) program, Innosoft will be unable to Prime.

If Innosoft is able to compete as a Prime bidder, the OS AI Bot calculates the odds the incumbent wins this contract back at 70%.

It is hard to move any opp out of the 8(a) program once it is in there.
