Pushed to the Right: $50M+ CMS Marketplace Plan Management Group (MPMG) Support Opp

The OS AI team has not seen any type of formal announcement from the Centers for Medicare & Medicaid Services (CMS) indicating that this CCIIO analytics and operations support contract has been extended, but the most recent forecast indicates that the solicitation release date, which CMS had previously noted would be as early as next month, is being pushed to the right.

The solicitation for this Issuer Management Operations and Plan Analytics and Review contract is now expected to be released in March of 2024, with an award expected in June of 2024. The current contract, held by LMI, is scheduled to end in January of 2024. No details have been provided at this time indicating any type of a small business set-aside decision.

A research request was recently provided to OS AI from a rapidly emerging woman-owned small business data science and automation specialist looking for details related to an upcoming RFP out of the Centers for Medicare & Medicaid Services (CMS) Center for Consumer Information and Insurance Oversight (CCIIO) related to analytics and operations support services.

OS AI Note:  The most recent details provided by CMS indicate that the current plans are to compete this contract as a GSA Order. The RFP is expected to be released in early June of 2023. A decision about whether to release this as a small business set-aside action has yet to be made. This will need to be reviewed by the HHS/CMS small business specialist, Anita Allen. Small businesses who can lay claim to expertise and capabilities that can support this type of effort would be wise to reach out to Anita by email, providing forecast item number, title and contracting officer information from the latest forecast. The more ammo she has the more she can take to CMS to get this flipped to small, or at least ensure that there is a major small business carve out. The LMI contracts on USAspend do not currently show any subcontractors.
