A recent update by the Department of Homeland Security US Coast Guard Office of Contract Operations (CG-912) related to the planned recompete of a Service-Disabled Veteran-Owned Small Business-set-aside task to provide Program Management Support Services is drawing great interest from the PACTS II and SDVOSB community as they work to make sure that, at minimum, this contract stays an SDVOSB-set-aside action.
With an RFP expected to be released as early as June of 2023, the focus for this new 5-year contract is to provide a range of program management related support services, including programmatic, financial, systems engineering, logistics, configuration management, administrative, and documentation support for the Offshore Patrol Cutter, Polar Security Cutter, Waterways Commerce Cutter, and Domestic Icebreaking Programs.
Last competed using the DHS PACTS II IDIQ in 2019 and awarded to Oasys led joint venture Management & Technology Services Alliance (MTSA), the Coast Guard has now indicated that the recompete will be pushed to GSA OASIS, while any decision about whether it will be set-aside for small business is still TBD. A focus for the predecessor contract held by MTSA was initially expected to include providing program management and engineering support services to the USCG Director of Acquisition Programs/Program Executive Officer (PEO), COMDT CG-93, the Assistant Program Executive Officers (APEOs) for Aviation Programs (CG-931) and Surface Programs (CG-932), as well as individual surface programs: In-Service Vessel Sustainment Program (CG-9323), Fast Response Cutter (FRC) Program (CG-9324), Boats Program (CG-9325), Major Acquisition System Infrastructure (MASI) Program, Polar Sea Service Life Extension Program (SLEP), and Waterways Commerce Cutter (WCC).
We are aware of two different PACTS II and SDVOSB Primes who are actively working to influence the direction of this procurement. Besides the Program office, one other channel remains the USCG Small Business Program Office.
