Competition heating up for $100+M CMS Program Integrity System support contract

Market research activities are understood to be underway as the Centers for Medicare & Medicaid Services works to determine the optimal acquisition strategy to compete the next iteration of the contract to support this important and high-profile enterprise system and resource that helps identify, deter, and prevent fraud, waste, and abuse (FWA) activities across the agency.

One Program Integrity (One PI) was built to be a “one-stop shop” for fraud-fighting data analysts while providing access to current and historical Medicare and Medicaid data that is used to analyze the prevention of FWA. This includes information from the Integrated Data Repository (IDR). Some primary One PI system users include CMS employees and Program Integrity Contractors, such as Unified Program Integrity Contractors (UPICs), Medicare Drug Integrity Contractors (MEDICs), and law enforcement officials.

The latest word on the One PI contract competition and timeline is that the Center for Program Integrity (CPI) is in the process of conducting one-on-one meetings with vendors. The current expectation is that CMS will post this to GSA as full and open, unrestricted in September of 2023. Any firms that are interested in bidding (and who are qualified) as a Prime or strategic sub would be wise to ask for a one-on-one meeting soon. This item has not been posted to the CMS forecast yet.

Last awarded to Optum, part of the UnitedHealth Group family of businesses, in September of 2017 as a 5-year $69M task order on the CIO-SP3 GWAC, this contract was extended until March of 2024, with the total contract value ballooning to more than $160M. There were 4 bidders in 2017 and CMS has only grown more competitive in the past few years, so expect the competition to be fierce.
