Any upcoming RFP to help support the Federal Emergency Management Agency (FEMA)’s EDAMI, an Agile IT modernization effort intended to optimize the use of FEMA and emergency management data through greater data sharing and analytics capabilities to ensure data-driven decision making and in support of the FEMA Data Exchange (FEMADex) cloud-based data analytics platform, is certain to draw a lot of interest. The recent announcement that CIO-SP3 SB has been through extended the end of the fiscal year will provide existing GWAC Primes with one more opportunity to take a swing at supporting this important Department of Homeland Security initiative.  

While not overly significant in terms of contract size, there is great strategic value for the Prime that wins this three-year Source System Data Migration, Engineering, & System Integration Support (DMESIS) contract, which includes leading an evaluation of the FEMADex System Design and Architecture (to include identifying areas for improvement necessary to reach EDAMI’s goal of creating a highly available, low data latency system to support all of FEMA’s datasets and the full analytics needs of the agency); Source System Integration Planning, Definition, and Design; Data Migration/Engineering Planning, Definition, and Design; and Source System Integration and Data Migration/Engineering Build and Implementation planning and execution support services.  

DHS recently noted that the solicitation is expected to be released in early June of 2023 as a small business set-aside action on the CIO-SP3 SB GWAC. This is identified as a new requirement.
