While the upcoming solicitation is not expected to bring a huge total contract value, the insight that can be gained by providing a range of Program Management Consultation services to this Department of Homeland Security Agency seems to be of great interest. Related to capability integration and optimization support for conducting development work to support technology maturation and eventual deployment, this Transportation Security Administration Office of Requirements and Capabilities Analysis requirement is drawing a lot of attention.  

The latest word out of DHS is that any RFP is expected to be released in late July. A focus of this solicitation will include driving efforts to run demonstrations of technology in an operational environment; assessing technology integration into systems and addressing sustainability needs; and conducting applied research to determine the means by which a recognized and specific operational need may be met by any new technology.  

8(a)-certified and CVE-verified SDVOSB, RiVidium (dba TripleCyber) is a known incumbent on this effort, with the predecessor contract competed and awarded as a small business set-aside action on the GSA Human Capital and Training Solutions (HCaTS) GWAC. The current expectation is that this will be competed on HCaTS once again, but we are certain that there will be vendors who make the case to TSA and the TSA OSDBU that there are better and more appropriate choices for this type of work.
