The latest word out of the DHS Federal Emergency Management Agency’s Grants Management Modernization Program (GMM) is that an RFP related to the next iteration of this 5-yearBPA to provide support for the FEMA Grants Outcomes (FEMA GO) system is expected to be released in early September.

GMM, an initiative that seeks to simplify and coordinate business management approaches across all the Agency’s 40+ grants programs, continues to be focused on establishing a common grants life cycle and platform for users with the new system called FEMA Grants Outcomes (FEMA GO). A focus for the next iteration of this BPA is to provide support to GMM by adapting FEMA GO to new requirements and delivering software for capability that was deferred until after Full Operational Capability (FOC).

OS AI touched on this opportunity last Fall – details, including some key points of contact and related data are included below.

A research request was recently provided to OS AI from an equity-backed mid-tier IT consultancy and current DHS partner that specializes in enterprise Federal modernization efforts looking for details related to a potential FY 2023 recompete of this Department of Homeland Security IT Modernization and transformation BPA contract.

We at OrangeSlices AI do believe in the need for more and better-informed competition, so provided below are 1) opportunity details provided by the requestor; 2) some key points of contact; 3) related pursuit/capture data; and 4) when possible, projected odds of this contract going back to the incumbent.

Competitive Details (if known) related to the predecessor contract:

Scope: The predecessor contract, a 5-year single-award Federal Emergency Management Agency (FEMA) Grants Management Modernization (GMM) Program Agile development contract, was put in place to support GMM efforts to “streamline grants management across the agency’s 40+ grant programs through a user-centered, business-driven approach” and to “consolidate FEMA’s ten legacy IT systems into a single grants management IT platform.” This was expected to include consolidation of “FEMA’s grants operations, establishing a common grants management lifecycle and unifying business processes across grant programs where possible.”

** Please note that OS AI will not speculate here as to the accuracy of any scope details provided and/or any current plans related to the timing, details, and likelihood of any recompete.
