An RFP related to this Department of Homeland Security Federal Emergency Management Agency requirement to support replacement of “FEMA Enterprise Network” (FEN) Authentication Provisioning Services with a software as service (SaaS) modernization solution and a capability that will include identity management, Privilege Access Management (PAM), and continuous diagnostics and mitigation (CDM) management, is now expected to hit the street before the end of FY 23.
FECAPS will be a zero-trust architecture comprised of multi-factor authentication (MFA) identity management, least privilege attribute management, and cybersecurity continuous diagnostics and mitigation (CDM) management. The awarded prime contractor will offer services to transition to an auditable cloud-based replacement system. This system will include enhanced functions like Identity Credential and Access Management, Identity Governance, Access Management, and Security Information and Event Management (SIEM). The contractor will guide FEMA in adopting a Zero Trust Architecture as per the Executive Order on Improving the Nation’s Cybersecurity, dated May 12, 2021.
These services are crucial for FEMA’s mission, aiming to integrate and offer an enterprise solution for cloud migration. The contractor’s solutions will be designed to replace password-based authentication with federal public key infrastructure (FPKI) and other multi-factor methods. The goal is to create a central user source for FEMA staff, government employees, partners, survivors, and the public, with consistent onboarding workflows and unified activity records for alerts and incident investigation. Additionally, rapid role assignments for disaster response will be ensured, covering both privileged and non-privileged roles.
This FECAPS solicitation, which was initially scheduled to be competed this Summer, is currently slated to be released as a small business set-aside action on GSA MAS.
