This 5-year single-award Professional Support and Consulting Services BPA out of the Department of Homeland Security Customs and Border Protection is being put in place to provide support services to the Investment Analysis Office (IAO), an agile organization that demands quick delivery of precise and reliable products and deliverables, catering to a varied executive audience, including everyone from the Commissioner level downwards. 

The IAO, operating under the Finance Office, specializes in business transformation, advanced data analytics, financial modeling, strategy development, and training. In this contract, the IAO needs access to a wide array of skills and capabilities, including data analytics and decision support tools. These are essential for helping CBP leaders make well-informed decisions about ongoing and future programs and investments. The IAO aims to deliver these insights with minimal delay, typically not exceeding one week, to effectively meet mission requirements. 

Historically, IAO’s projects and studies have been expected to be completed within a timeframe of 30 to 90 days or less. Although its primary role is to provide financial management support to the Office of Finance, the IAO also extends its services as needed across the entire CBP organization. 

The incumbent on this contract is Guidehouse, by way of its 2022 acquisition of Grant Thornton’s Public Sector Advisory practice. This contract was last up for competition in 2020, with that contract being competed on GSA PSS under the 541611 NAICS code. That contract, which was initially valued at $83M over 5 years. has blown through its ceiling early.   

The anticipated RFP, slated for release in March of 2024, is set to be issued full and open as an unrestricted competition on the General Services Administration (GSA) Professional Support Services contract vehicle.  

Situated at the intersection of a $100M single-award BPA that has blown through its ceiling earlier than expected, an incumbent who was acquired, and an interesting set of required capabilities/expertise, this Spring 2024 RFP will and should draw a lot of interest from potential Prime and subcontractors, with many working to influence the acquisition strategy.
