UiPath and Robotics Process Automation (RPA) capable partners will be in demand as 8(a) STARS III Primes weigh a potential bid on this upcoming requirement to support the Department of Homeland Security Federal Emergency Management Agency (FEMA) financial system modernization (FSM) PMO.  

A focus for the next iteration of this 5-year contract is to continue efforts to implement RPA software to streamline business operations, an approach that is gaining traction in the federal financial sector. The aim is to expand automation to various processes in the current system while progressing with the Financial Systems Modernization (FSM) activities. Integrating RPA into FSM is a key objective. To achieve financial management standards and enhance efficiency and outcomes, FEMA’s FSM Program Management Office (PMO) is collaborating with several entities. These include the Department of Homeland Security’s (DHS) FSM Executive Steering Committee (ESC), the DHS-FEMA FSM Solution ESC, the DHS FSM Joint Program Management Office (JPMO), and FEMA’s offices of the Chief Financial Officer (OCFO), Chief Information Officer (OCIO), Chief Procurement Officer (OCPO), and Chief Administrative Officer (OCAO). The collective effort is aimed at advancing FEMA’s financial management system. 

The incumbent on this contract is Ka’ala Systems Technology, an 8(a) native Hawaiian/Service-Disabled Veteran-Owned Small Business. A focus for the latest iteration of this contract, which was awarded as an 8(a) sole source contract in late 2021, was to procure software and services to implement RPA support for the financial system modernization.  

The prior contract has seen $5M in spend over two years and this new effort, which is longer in duration, is expected to have a total contract value of between $10 and $20M. The RFP is expected to be released on 8(a) STARS III in early February, with an award this Spring.
