The Department of Homeland Security (DHS) has recently signaled a delay in the RFP release for the 8(a) STARS III CBRNResponder task order, with the new date set for just after the new year, allowing Prime and subcontractor bidder participants a respite during the holiday season.  

This pivotal contract focuses on providing a comprehensive, standardized suite of tools for managing and sharing chemical, biological, radiological, and nuclear data. These tools are critical for operational monitoring and emergency response in CBRN events across various government levels and industry partners. Included in the suite are RadResponder, ChemResponder, BioResponder, and the IMAAC portal. 

The selected vendor will undertake a series of tasks following the award of this 5-year contract valued at between $10 and $20M. Responsibilities include maintaining and enhancing the CBRN Responder Network, ensuring its effectiveness as a unified operational platform during incidents, and developing its web and mobile applications. Additionally, the vendor is expected to engage in consistent outreach to the U.S.-based CBRN community, provide training and support for response organizations, develop advanced modeling capabilities, and integrate additional GIS data into the network. Managing organizational teams, equipment, and training also forms a crucial part of the contract.  

This contract was last competed on CIO-SP3 SB as an 8(a) set-aside action, with Chainbridge Technologies serving as the incumbent. Based on a preliminary review, Chainbridge does not appear to be a Prime contract holder on STARS III. It will be a tall order to beat out this entrenched provider (or the team they are on) with Chainbridge specializing in developing mission critical software systems and program support services empowering emergency response organizations across the public and private sectors, but that won’t stop firms from taking a closer look between now and the new year.
