While the current expectation is that any forthcoming solicitation will go out as a SB set-aside action, the SDVOSB community is paying close attention as the Centers for Medicare & Medicaid Services is preparing to recompete the next iteration of this 5-year contract to provide Agile testing services and expertise for a set of Center for Clinical Standards and Quality (CCSQ) applications that aim to continuously measure and improve the quality of care for our Nation’s Medicare and Medicaid beneficiaries and provide CMS stakeholders with timely health and provider quality information. Included below are some details, key points of contact, and some of the key firms to know. 

The CCSQ Health Care Quality Information System (HCQIS) Enterprise Integrated Supplemental Testing (HEIST) task was last awarded in 2019 to Titania Solutions Group, who was acquired by Swish Data in 2020. That task was competed as a Service-Disabled Veteran-Owned Small Business set-aside action on CMS SPARC while drawing 4 overall bidders (see contract details and spend to date here). The most recent word out of CMS is that an RFP will be released before Thanksgiving on GSA MAS as a small business set-aside action, but we are aware of at least one firm who is working to influence the direction and details of this procurement. Of note is that it does not appear as if Swish qualifies as a small business on GSA MAS. Major CMS partner, Sparksoft was identified as a key subcontractor to provide a range of Performance Testing and Engineering services
