The Department of Homeland Security is preparing a new competitive procurement under its Commercial Solutions Opening Pilot Program (CSOP) to identify production-ready commercial technologies that support acquisition and procurement operations across the Department. While still in the forecast stage, the opportunity signals DHS’s intent to establish a centralized portfolio of commercial solutions that contracting activities and acquisition offices can leverage to improve efficiency, reduce administrative burden, and modernize acquisition processes.
Rather than seeking a single point solution, DHS is looking for adaptable commercial technologies that can address multiple aspects of the federal acquisition lifecycle. The effort would support the Office of the Chief Procurement Officer’s goal of creating a centralized hub of innovative capabilities that can integrate with existing DHS systems while providing consistent access to modernized acquisition tools across the enterprise.
The forecast identifies broad functional areas where commercial solutions may be applied. These include acquisition planning, market research, strategic sourcing, solicitation and contract creation, quote and proposal evaluation, post-award contract administration, workforce development and training, acquisition policy implementation, and acquisition systems modernization. DHS also indicates that it is open to solutions addressing other related acquisition needs, provided they are production-ready, scalable, adaptable, and demonstrate measurable impact.
For industry, this is less about delivering traditional acquisition support services and more about providing commercial technology that improves how acquisition professionals perform their work. Companies with mature products that streamline procurement workflows, automate acquisition activities, improve decision support, enhance workforce capability, or modernize acquisition systems should view this as an early capture opportunity. The use of the Commercial Solutions Opening Pilot Program also indicates DHS is seeking innovative commercial offerings rather than custom-developed solutions.
With a forecasted solicitation release in August 2026 and an anticipated award in the fourth quarter of FY2026, vendors offering commercial acquisition technologies have an opportunity to begin evaluating where their capabilities align with the Department’s stated needs.
