While few companies, large or small, will be in position to put in a Prime response on this contract to support this Center which consolidates the activities that support the collection, management, and reporting of other insurance coverage for beneficiaries, the recent trend by the Centers for Medicare & Medicaid Services to carve off strategic pieces of large contracts to be set-aside actions for small business and/or to add significant small business subcontracting requirements, will keep the recompete of this 5-year contract on the radar for many.
Last awarded in 2019 to long-time incumbent GDIT (they have supported CMS’s Coordination of Benefits & Recovery programs since 1991), a focus for the predecessor Benefits Coordination & Recovery Center (BCRC) contract was to provide the BCRC with a range of customer support services to Medicare beneficiaries and other stakeholders, as well as mail room services, digital imaging, debt determination and collection, and electronic data interchange (EDI) support. The BCRC also oversees the collection of conditional payments or mistaken primary payments. The 2019 task was competed and awarded on the GSA OASIS GWAC with an initial value of $276.5M , though the current projected spend exceeds $310M. A pair of known key subcontractors on this effort include Blackwood and Cahaba Safeguard Administrators (CSA).
According to the most recent forecast, the RFP is slated to be released in early August as an unrestricted competition on GSA OASIS with the hopes of making an award in January of 2024. Knowing they have a strong small business advocate, do we expect small vendors to be working to get more small business participation? Yes. Do we expect Center for Medicaid and CHIP Services (CMCS) Financial Management Group (FMG) leadership to accommodate these requests? We shall see.
