The OS AI team has received several inquiries from firms of late trying to understand the competitive landscape as they evaluate two different Department of Homeland Security Analytical Support RFPs expected to hit the street sometime in mid-June – one out of DHS Headquarters (HQ) and the other in support of the Federal Law Enforcement Training Centers (FLETC).  

The first is a two-year Office of the CIO Data Services Branch Technical Support Services task order. DSB, previously known as Data Framework, is a Departmental program that offers data hosting, data analytics and advanced data services. The DSB provides capabilities to support advanced data architecture, data management and governance processes, and customized data services to DHS HQ and operational components to support priority missions and operational management. The predecessor contract, a three-year $24M task order to provide a range of technical services to DSB was last awarded to ECS Federal in 2020 using the ADaPTS BPA. Details on that contract, to include spend to date, can be found here. The RFP is expected to be released once again on the ADaPTS BPA (see the list of Prime awardees here) as early as mid-June, though we are certain that many have and will continue to try to influence the direction of this procurement. The second, a new requirement to provide a range of technical, administrative, and analytical support services to the Federal Law Enforcement Training Centers (FLETC) Cyber Security Division (CSD), under the Chief Information Officer Directorate on Glynco campus, might be smaller, but any solicitation for this 5-year contract, which is currently slated to be competed on 8(a) STARS III in mid-June, is certain to draw a lot of interest.
