Those firms who may have been eyeing the recompete of this requirement to provide a full range of Security Operations Center (SOC) technical support services of all Cybersecurity and Infrastructure Security Agency (CISA) Federal Information Security Modernization Act FISMA systems, can now plan to spend their B&P dollars elsewhere. DHS has now stated that this contract, which will be performed in conjunction with the Department of Homeland Security (DHS) Network Operations Security Center (NOSC), will not be competed, It is now expected to be awarded as a task on a single-award BPA. While not explicitly stated, this will presumably be on the s a task on the single award DHS OCIO Headquarters and components SOC Services IDIQ. which is set to expire in December.

The announcement by the Cybersecurity and Infrastructure Security Agency this past Spring that they planned to set-aside this contract which a large business had previously held put this requirement to provide a full range of Security Operations Center (SOC) technical support services for all CISA FISMA systems on the radar for dozens of DHS focused small businesses, but the most recent update indicates that potential bidders will need to wait a little longer,

The most recent forecast update indicates that the estimated solicitation date for this three-year Vulnerability Management Analysis Support Services (VASS) contract, which will require Secret classification clearance and on-site performance in a government facility in Virginia and/or National Capital Region (NCR) is expected to be early December of 2023, with an award in Q2 of 2024.

The predecessor contract was last awarded to incumbent Leidos in 2020 as a task on the single award DHS OCIO Headquarters and components SOC Services IDIQ. Spend details on that 2-year $25M task. which is set to expire in April of 2024, can be found here.

There is still time for companies to jockey in advance of the recompete of this contract to provide a full range of Security Operations Center (SOC) technical support services for all Cybersecurity and Infrastructure Security Agency (CISA) Federal Information Security Modernization Act FISMA systems.

The scope of the services for this new four-year contract includes but is not limited to, Cloud Systems such as Infrastructure as a Service (IaaS), Software as a Service (SaaS), and Platform as a Service (PaaS) Environments; Brick and Mortar Data Centers Environments; End User Environments; Trusted Internet Connectivity Environments; Remote Connectivity Environments; Wide Area Network (WAN)/Metropolitan Area Network (MAN) Environments; and Remote Processing Environments.

According to the most recent forecast updates, the RFP is expected out in June of 2023.
