In the interests of sharing what we heard, for those who were unable to attend, included here are a few insights related to several upcoming and active requirements from across the National Institutes of Health and the Centers for Medicare & Medicaid Services.
Opportunity Updates*

The Multiple-award NIH CIT Cloud BPA (covered in the last update) – There is some push back on having this set-aside, but it is still reviewing and in flux.
NIH NINDS Logistical Meeting Conference Support – This will go out as a competitive 8(a) on SAM.gov. Morgen Slager is the CS and Valerie Whipple is the CO. This could be out any time.
CMS Program Monitoring and Evaluation (PME) – This is under Kelly Williams-Volmer and will go out unrestricted, but there will be a 20% subcontracting goal applied to award dollars. Other statutory goals will be applied, including the new 5% goal for SDVOSB. This should be released in the next week or two.
*New* CMS National Directory of Healthcare Providers and Services (NDH) – Ben Simcock is the CO. Walker Hare is the CS. This is expected to go out on GSA MAS and initially came out as an RFI in late 2022. More on this requirement for a “CMS-developed and maintained, Application Programming Interface (API)-enabled, national directory that … could serve as a “centralized data hub” for directory and digital contact information containing the most accurate, up-to-date, and validated data in a publicly accessible index” can be found here.
Marketplace Learning Management System – This is now assigned to Yadira Kelly who is the co. She has not met with the program leads yet and they extended the current contract through the end of the calendar year. More to come soon.
CMS SharePoint recompete – Yadira Kelly is the CO. An RFI was recently posted on GSA eBuy. The expectation, before the research was reviewed, was that this was to go out as 8(a) competitive, but this could change based on the RFI responses received.
CMS CMCS Performance Metrics Database Analytics (PMDA) – The incumbent contract has been extended to enable time to work on a competitive recompete requirement.
$1B CMS ACME BPA – One protest was recently denied and there has been a lot of interest from industry as the remaining protests are expected to be ruled on in the next few days (The deadline for the last remaining protest is April 15). Those tracking the protests closely can get the latest scoop here (OS AI will have at least one update up this morning).
Medicaid Drug Program (MDP) – This will go out NAICS 54151S on GSA eBuy around May 9. This current word is that this will be set-aside for SDVOSB, which, if this sticks, is a change from the way the incumbent contract, held by Softrams, was competed the last time. Ysamar Arthur-Hopkins is the CO. This is tentatively expected to go out on or about May 9, 2024, but don’t be surprised to see it out earlier.
SDVOSB’s pay attention – CMS is really pushing hard to meet that newly increased 5% SDVOSB goal, so make sure you are known for this and other opportunities.
CMS Practice Improvement and Quality Cares Measures Management Support (PIQ MMS) – It appears that CMS is planning to release this task order for the Quality Payment Program to go out as unrestricted on the MIDS IDIQ.
A couple of industry moves to note:
- Matthew Waskiewicz has been promoted to Division of Beneficiary Support Contracts Director. He takes the role held by Debra Hoffman. He will be reporting to Jason Vollmer.
- Sabrina Thompson was promoted and moves to take over a role previously held by Debra Stidham.
