Members of the OrangeSlices AI team attended Thursday’s NIH & CMS Online Happy Hour event.  

If you don’t go to this recurring and increasingly popular event hosted by Shelley McGuire, you are missing out. It is always a fun and well-run event filled with valuable updates and connections added every time. (Track her events here)  

In the interests of sharing what we heard, for those who were unable to attend, included here are a few insights related to several upcoming and active requirements from across the National Institutes of Health and the Centers for Medicare & Medicaid Services.  

Opportunity Updates*

NIH  

  • NIH NHGRI IT Services – Shirley Ruiz-Lundgren (shirley.ruiz-lundgren@nih.gov) is the CO. This is expected to go out on GSA MAS in the next 3-4 weeks. Ask for a copy if you want to receive the RFQ.  
  • NIH CIT Cloud BPA – This will be Multiple-award (potential for 4-6 awards expected). It is tentatively expected to go out on GSA MAS, but market research is still underway and the acquisition strategy has not been not finalized at this time. Shirley Ruiz-Lundgren (shirley.ruiz-lundgren@nih.gov) is the CO. This will be mostly new work.  
  • NIH NINDS Logistical Meeting Conference Support – This is expected to go out as a competitive 8(a) on SAM.gov.gov. The CS is Morgen Slager – and Valerie Whipple (valerie.whipple@nih.gov) is the CO. This could go out any day.  
  • NIH NINDS Office of Neuroscience Communication and Engagement (ONCE) Communication Information Resource Support Services. This will be posted by the end of next week as a SB set-aside action on GSA eBuy. Rieka Plugge (rieka.plugge@nih.gov) is the CO.

CMS 

  • CMS – Program Monitoring and Evaluation (PME) – Kelley Williams-Vollmer (kelley.williams-vollmer@cms.hhs.gov)  is the CO. CCSQ iQuality Improvement & Innovation Group (iQIIG) is finalizing Market research (see sources sought 240282-PME). It is tentatively expected to go out on GSA MAS once it gets final approval.  
  • CMS Marketplace Learning Management Systems (MLMS) has been transferred to CO Andy Mummert’s group (andrew.mummert@cms.hhs.gov). There are no other updates at this time. 
  • CMS Performance Metrics Database and Analytics (PMDA)Don Bozimski is the CO. This was scheduled to be competed as a small business set-aside action, but it now appears that the agency will be making a short term (possibly one year) 8(a) sole source award. The contract is scheduled to transition within divisions within CMS. Look for a new acquisition tracking number in the next forecast.  
  • $100M+ CMS UCM – The SBA procurement center rep signed off on this earlier this week. This is still expected to go out on GSA MAS as a total small business set-aside action. Tonya Anderson) is the CO. This will be out very soon, it is just a matter of getting final approvals. Don’t call Tonya or Anita – it is coming.  
  • Two CMS MIDS IDIQ task orders have been getting their required approvals. – The first is Development Reevaluation and Implementation of Outcome and Efficiency Measure. The other is Physician Level Cost Measure & Patient Relationship Codes (PCMP). Both have a small business preference, meaning if all things are equal, the SB will get a preference, but these are not set-aside. This is only available for MIDS Primes.  
  • CMS Beneficiary and Family Center Care Survey Center – If not already out, this will be going out on the GSA MAS 8(a) pool very soon.   
  • CMS RMADA III – Market research is complete and under review. Despite efforts on behalf of the agency to allow extra time, there was not a lot of response from the small business community. This may not bode.

Lastly, we have a CMS Industry Event Advance Notice: Shelley McGuire is organizing and is expected to announce and run an event very soon with speakers from CMS Center for Consumer Information and Insurance Oversight (CCIIO)  

What: This event will provide an opportunity to hear from a broad set of leaders from across the center (CO, COR, Program Officials) – all of CCIIO, not just IT.
