OS AI was recently implored by one of our current premium member partners to help get the word out about an active and very quick turn RFI (responses are currently due mid next week) that is on the street today on eBuy, and that has the National Institutes of Health (NIH), Office of Financial Management (OFM) seeking to understand potential sources capable of providing support services to help manage their current daily operations support activities, which range from RPA, transformation strategy and enablement, to digital solution development, automation, and infrastructure support.
The goal and hope for the request by this current NIH small business partner is that if enough capable small businesses respond, NIH will feel confident in their ability to set the final RFP aside.

Provided RFI Background/Scope Synopsis
The Office of Financial Management (OFM) at the National Institutes of Health (NIH) is responsible for managing payments and collections. OFM seeks contractor support to enhance its vendor invoice management processes using advanced technology and process optimization. The current systems need improvements for more efficient, accurate, and timely transactions. These upgrades will involve the development of existing systems to facilitate better payment, collection, data management, and reimbursement, with a focus on using the latest technology to streamline business processes.
The contract with the prospective contractor encompasses several key task areas. These include Program Management, which involves managing project resources and financial controls; Financial Management and Accounting Support, requiring experience with Federal Financial Management and US Treasury reporting; and Application Development and Support, focusing on modernizing financial management processes and maintaining critical financial systems. The contract also includes managing existing OFM systems such as SREA/SHARPS, SPRS, ROMANSYS, RVPS, and various OFM SharePoint applications, all vital for payment issuance, travel expense tracking, and recording financial and audit information.
Additional task areas include Digital Transformation Strategy to establish common architectures and security standards; Digital Solution Development, Automation, and Infrastructure Support for evolving OFM capabilities; Data Management and Analytics Support to create a comprehensive data architecture and management solutions; RPA Software License Management; Cybersecurity Monitoring and Documentation; NITACC Support for OFM Operations, focusing on financial reconciliation and issue resolution; and Data Cleanup for the Division of Reimbursable Activities and Collections. There’s also a need for G-Invoicing and E-Invoicing Support to implement new invoicing systems. All these areas aim to enhance the efficiency, security, and effectiveness of OFM’s financial operations.
