DCSA Opens First Innovation Call for Enterprise Application Modernization Prototype

The Defense Counterintelligence and Security Agency (DCSA) is seeking industry to prototype a unified application platform that simplifies how users access mission systems supporting personnel vetting, industrial security, counterintelligence, and insider threat operations. Released as the first Innovation Call under DCSA’s new Innovation Gateway, the effort will use an Other Transaction Authority (OTA) prototype with the potential for follow-on production if the solution proves successful.

According to the Innovation Call, DCSA is looking for a common application layer that improves workflow continuity, user experience, and authentication across multiple mission applications. Rather than replacing existing systems, the prototype is intended to provide a unified interface that allows legacy applications and back-end services to be integrated, modernized, or replaced incrementally while maintaining continuity of operations.

The prototype will establish a common entry point supporting role-based access, single sign-on, Zero Trust principles, and API-driven integration. Initial work focuses on integrating existing Individual Engagement applications while sustaining those systems throughout the prototype effort. The approach is intended to establish a repeatable integration model that can support future onboarding of additional DCSA mission applications.

The Innovation Call anticipates a six-month prototype effort and states that successful completion could lead to a follow-on production OTA or FAR-based contract for broader deployment and operational sustainment. The opportunity is part of DCSA’s broader Innovation Gateway, which is intended to accelerate prototype projects supporting digital transformation, enterprise modernization, cybersecurity, and data integration.
