The Army Data and Analytics Platforms (ARDAP) program manages a portfolio of systems that enable the Warfighter through data and analytics. ARDAP modernizes aging, disjointed, and legacy systems through enterprise-scale digital transformation efforts. The Army Data Platform product office within PM ARDAP manages the Army Vantage platform that provides unified data analytics capabilities that support federated communities while operating as part of a broader coalition of tools that enable Army enterprise analytics.

Army Vantage was awarded under an Other Traction Authority (OTA) in 2019. The OTA includes several option periods that run through 2024. The requirements for Army Vantage will endure after the OTA expires and is the main driver for this RFI…

The following general requirements and technical capability criteria apply to the Army Vantage as noted in the original Directed Need Statement:

  1. The Army Vantage solution will solve the following two broad high-level problems and two broad objective needs:
    • The Army lacks the ability to see itself (access all its data).
    • The Army has an information technology problem of acquiring, aggregating, analyzing, and integrating data that already exists.
    • The Army Staff needs to be able to operate (with information) at the speed of war.
    • The Army needs to make a fundamental shift in how leaders’ access and use information.
  2. Senior Army leaders will serve as the first users to assess the [Army Vantage] Solution capability to meet the following four user needs:
    • Access (classified and unclassified) from a desktop, mobile device, and/or tablet; all form factors.
    • Easy to use (intuitive, point and click, drag, and drop).
    • Ability to see changes in units’ reported information at all unit levels as “live” feeds, to include the commanders’ comments on the units’ ability to execute assigned mission(s).
    • Capability to search, filter, receive/view, alert, and share information…

“1. Are you a Certified Palantir Foundry Partner? If so, do you have experience 118 implementing a Foundry solution with a 45,000-user base? Describe your Palantir 119 Foundry Partnership and status of current certifications.

2. Have you implemented a Palantir Foundry solution within the Department of Defense (DoD)? If you have, please describe the program you implemented, the 123 contract period of performance, whether it was a NIPR or SIPR solution (or both)  and the levels of security clearances your implementation team were required to maintain.

3. Please provide at least two recent contracts, within the past three years, where you have implemented Palantir Foundry within DoD. Include the DoD Agency, 1Period of Performance, contract value, point of contact, number of licenses, and summary of work performed.

4. Do you have experience working with the data sources? Please describe your knowledge of them, the work you performed with them and how you integrated them in Palantir Foundry.”…
