OS AI recently received a new request from a mid-tier Healthcare research firm seeking details related to a potential recompete of this 5-year Centers for Medicare & Medicaid Services (CMS) contract to support reevaluation and implementation of CMS claims-based hospital outcome and efficiency measures.  

The incumbent on the Development, Reevaluation, and Implementation of Outcome/Efficiency Measures for Hospital and Eligible Clinicians task is Yale New Haven Health and its Center for Outcomes Research and Evaluation (CORE). CORE is a national outcomes research center working on projects designed to assess healthcare quality and evaluate clinical decision making and comparative effectiveness of specific healthcare interventions. The existing 5-year contract was last competed and awarded in the Spring of 2019 as a task on the multiple-award $1.6B CMS Measure and Instrument Development and Support (MIDS) IDIQ, drawing three bids. This wide-ranging and strategic contract carries a broad set of goals and objectives, with an example being a recently announced effort by CMS and CORE to develop a re-designed measure of screening for social needs (food insecurity, housing insecurity, transportation insecurity, and utility insecurity). The re-designed measure will be an electronic clinical quality measure (eCQM) evaluating hospitals on screening and following-up on social needs of patients (More here).  

The latest word out of CMS, albeit limited, is that if there is a recompete, the expectation is that it will be released once again on the MIDS IDIQ and awarded in early Q2 of FY 2024. No details have been provided as to the solicitation date.
