Those small businesses that were eagerly awaiting this RFP to provide support for a high-profile suite of tools and applications that are designed to facilitate and improve the reporting of law enforcement activities for this Department of Homeland Security component, will be more than a little disappointed as the agency just announced that they will NOT be competing this as a small business set-aside after all. 

The last time this was competed, it was awarded to a qualifying small business. DHS had announced plans to set this aside. No rationale for the change in acquisition strategy was provided. The RFP is still expected to be released on GSA MAS in the mid-April timeframe.

Something tells us that USSS small business specialists may be receiving calls from interested parties as they work to get this flipped back.

As is often the case when a company is acquired, incumbent contracts are targeted, especially when there is an opportunity to provide support for a high-profile suite of tools and applications that are designed to facilitate and improve the reporting of law enforcement activities for this Department of Homeland Security component.    

The Criminal Investigative Division’s (CID) Field Investigative Reporting System (FIRS) support contract was last awarded in 2022 to Ardent MC (who was acquired by Mission1st Group this past July) as a two-year task, with the spend on that contract expected to exceed $25M. That contract was awarded as a task on a single-award small business Criminal Investigative Technology Services BPA that Ardent maintained, with that BPA expiring early this year.  

FIRS is a consolidated electronic system of investigative information that often serves as the first step in gathering and disseminating investigative data for the Secret Service, while providing registered users with access to capture, store, and search information related to criminal and investigative services, protective services, and partner services.  

The final RFP is expected out as early as April of 2024, and the current expectation is that it will be released as a small business set-aside action on GSA MAS using NAICS 541511, but that won’t stop firms from trying to influence this in the meantime.
