This solicitation is for Headquarters Marine Corps (HQMC), Plans, Policies and Operations (PP and O), Operations (PO) Mission Assurance (MA) Program support. PP and O, PO is responsible for supporting the safeguarding of personnel, property, and resources during all phases of operations in coordination with the Marine Corps’ MA Program, designed to deter, detect, delay, deny, or defend against the pre- attack planning cycle, enhance protection responsibilities for Marine Corps’ elements and personnel. The Marine Corps’ MA Assessment (MAA) program provides protection related risks to personnel and infrastructure from acts of terrorism and destructive or potentially destructive events.

2.1 Task 1 – Antiterrorism Program Support M9549424R0009 Page 41 of 104 The Contractor shall:

  • Provide recommendations for AT program assessments, requirement analyses, plan reviews, and field capability evaluation support.
  • Provide technical support to develop AT assessment training criteria.
  • Provide support to develop assessment reports and plans of action and milestones.
  • The majority of work under this task is at the SECRET security clearance level, however some tasks require a TOP SECRET (TS) Sensitive Compartmented Information (SCI) level clearance.

2.2 Task 2 – Physical Security (PS) Program Support The Contractor shall:

  • Provide recommendations and facilitate development of physical security law enforcement program.
  • Provide technical writing and review of MA/Critical Infrastructure Protection reports and information papers in a timely manner in order to support report publication timelines.
  • Document and collect all restricted area lists, surveys, and mitigation reports.
  • Provide PS program technical support in the areas of On-site Assessment, Analysis and Characterization, Exercise and Contingency Support.
  • Provide technical support to develop PS assessment training criteria.
  • Provide policy, planning, and program assessment support to assist in the implementation of Physical Security/Counter Unmanned Aircraft Systems related capabilities across the Marine Corps.
  • Provide inputs into the review and development of Physical Security/Counter Unmanned Aircraft Systems draft policies, program, and planning documents originated by the Office of Secretory of Defense, Joint Staff, Combatant Commands, and Other Services, and federal agencies.
