NASA is conducting market research for a future enterprise Software-as-a-Service (SaaS) implementation that would modernize how its Office of Protective Services manages fire and emergency medical services records across multiple agency locations. While the mission area is specialized, the opportunity extends beyond software licensing and into enterprise implementation, systems integration, cloud operations, and long-term application support.
The Sources Sought notice is intended to help NASA validate industry capability, evaluate small business participation, and refine its acquisition strategy before releasing a solicitation. The agency is seeking feedback from both prime contractors and potential teaming partners, while also assessing whether the requirement could support a future small business set-aside or subcontracting goals.
The draft requirements call for a Commercial Off-the-Shelf (COTS), cloud-hosted records management platform that will replace existing manual and fragmented processes with a single enterprise solution. NASA states the effort is intended to improve data sharing across locations, consolidate multiple systems into one platform, and gain operational efficiencies through a standardized environment.
Beyond providing the software platform, the contractor would configure and implement the solution, perform limited legacy data migration, integrate the system with NASA authentication services and other specified IT systems, provide user training during implementation, and operate and maintain the hosted environment throughout the contract period. The solution must be FedRAMP High authorized at contract award and support NASA’s Agency Authority to Operate process.
The platform is expected to support a broad range of operational functions, including incident and emergency response reporting, electronic patient care reporting, personnel scheduling, inspections, training management, investigations, asset management, analytics, mobile responder capabilities, and secure data exchange. The requirements also include integration with vendor-agnostic CAD systems, ESRI/ArcGIS mapping, Single Sign-On, PIV authentication, and offline synchronization for locations with intermittent connectivity.
Implementation would support multiple NASA locations, including Kennedy Space Center, Wallops Flight Facility, Stennis Space Center, Ames Research Center, and White Sands Test Facility, along with a separate non-production test environment. The anticipated contract structure includes a one-year implementation period covering configuration, setup, training, and limited data migration, followed by four option years supporting recurring subscriptions, hosting, maintenance, and ongoing operations.
