On the heels of successfully deploying Release 1 into production this past January in response to the Taxpayer First Act, the Internal Revenue Service IR Mod Program Management Office (PMO) is in the midst of evaluating its acquisition strategy for an upcoming requirement to support efforts to leverage the Release 1 platform to build a comprehensive, end-to-end modernized Information Returns pipeline to replace all legacy Information Returns intake channels over the next few years. Small and large businesses are known to be actively working to influence how any subsequent RFP out of the Department of Treasury will be released.
This IR Mod PMO support contract will be in direct support of this office, which operates as an integrator across Business and IT Delivery Partners and is part of the Enterprise PMO (EPMO) in the IRS IT organization. A primary focus of the effort will be on Program Management in support of the transition from a single-release focus to parallel delivery of multiple capabilities in accordance with the IR Mod Product Roadmap; Stakeholder Engagement and Organization Readiness Management to drive integration across internal and external partners to ensure alignment of program-wide activities; and Delivery Management to ensure systems engineering principles are applied rigorously and consistently across the program in a manner that improves timeliness and quality of end-to-end solution integration and testing.
eTelligent Group (eTel) is a known incumbent in support of the IR Mod PMO, having received a new $9M contract award late last year focused on “fully modernizing Information Returns processing for tax returns to improve data access and data integration. This will consolidate, standardize, and simplify the processing of documents while improving availability and resiliency.” That two-year IR Mod Release 2 task was competed and awarded using the Information Technology Enterprise Program Management Support Services (IT-EPMSS) IDIQ. Whether it will be released as a small business set aside action and what contract vehicles they use (Alliant2, STARS III, VETS 2, MAS, etc.) is still up in the air, but the IRS has been clear that they are seeking a partner who has experience driving similar complex program management efforts and supporting enterprise-wide, cross-organizational efforts within the IRS Information Technology organization. It is also seeking a company that has a thorough working knowledge of IRS IT program management processes such as requirements management and release management. This type of high-profile effort is certain to draw a lot of interest when and if it is competed.
