The VETS 2 GWAC continues to be a popular option for the Internal Revenue Service (IRS) when it comes to competing and awarding tasks to the service-disabled Veteran-owned small business community. As such, a recent set of research activities led by the IRS OCIO seeking an industry partner to support this organization which was stood up recently to provide strategic technical direction to AD and to ensure guidance and consolidation for tactical issues of a technical nature, with a goal of providing integrated technical direction across the AD portfolio, is naturally going to draw a lot of interest from current SDVOSB Primes and their key partners.  

The work that will be conducted under the second generation of this Development, Infrastructure, Security and Modernization contract (termed DISM II) contract will help define IRS requirements for the services that will provide enhancements for current development efforts as well as future legislation, while providing the AD TIO with development and application integration services to include for the IRS Integrated Enterprise Portal (IEP) environment, as well as development of new software releases related to IRS Form(s) capabilities and Reporting Data Delivery support activities. 

The current instance of the DISM contract was last awarded in 2021 to Maximus as a task order on the GSA Alliant 2 GWAC, with Maximus beating out two other bidders to secure this 4-year contract. The total expected value was $75M, but less than two years into the contract the obligated funds are already exceeding that amount (see contract award and spend details here).  

No specific solicitation timeframe or acquisition strategy was provided as part of the market research activities, which included a post on VETS 2, but the stated period of performance indicates a planned start date of June 2024 for what will be a 5-year contract (base plus 4 options). Will this be competed on VETS 2 or any other small business vehicles? This is unlikely given the size, but that should not and will not dissuade SDVOSB and other small business partners from working to influence the direction of this procurement.
