Utilizing Oracle Federal Financials as the base application of HIGLAS, it provides CMS with a uniform financial management system to account for over $1 Trillion in outlays for healthcare each year across multiple lines of business.”

“A focus for the predecessor HIGLAS Hosting, Operations, & Maintenance (HOM) Contractor Services contract was to support several integrated work streams, to include:  

  1. Hosting of the application code, entitlement accounting and payment processing, and payments database. HIGLAS is a FISMA-High system and no cloud solution is acceptable.
  2. Operations, consisting of performing daily, monthly, quarterly, and annual federal accounting functions and reporting, as well as performing payment processing with 99.95% system availability. There is also a significant requirement for performance of enterprise security.
  3. Maintenance, of the application code through quarterly release process, addressing break-fixes, and off-cycle changes necessitated by legislation or policy.”
