The potential for organizational conflict of interest (OCI) that comes with the territory when providing procurement management support can sometimes deter certain types of bidders, but if the last competition was any indication, this 4-year requirement to support the Department of Homeland Security (DHS) CISA Office of the Chief Financial Officer (OCFO) is expected to draw heavy competition once again.
The next generation of this OCFO contract will serve as a continuation of efforts to support the development of procurement and acquisition documentation, to include pre and post award activities, that assists CISA in “procuring the hardware, services, and support needed to secure the .gov domain and supporting both public and private mission partners with their cyber and infrastructure security.”
This is a recompete of a 4-year task order that was awarded to Integrity Management Consulting in mid-2020. Will it draw 13 bids again? We shall see, but it is once again expected to be competed on GSA OASIS as a small business set-aside action and it has increased in total contract value.
If this recompete contract was not on your radar, it is because the original period of performance had this contract scheduled to end in June of 2024. The initial projected value of that contract was set at $15M, but CISA pushed through that ceiling in three years – the spend details for that predecessor contract can be found here.
The latest update from CISA states that the RFP is expected to be released in early July with an award in late 2023. We have included a few of the key points of contact and related data points below.
