The Naval Information Warfare Systems Command (NAVWAR), on behalf of PMW 160, is seeking commercial solutions for a Generative Artificial Intelligence (GenAI) Electronic Performance Support System (EPSS) under its Commercial Solutions Opening (CSO). The effort is intended to help warfighters adopt new tactical network capabilities more quickly by providing AI-driven performance support during day-to-day operations rather than relying solely on traditional training.
According to the Area of Interest, the Navy is addressing a gap between the pace of software updates and the ability of personnel to learn and use new capabilities. The EPSS would combine enterprise knowledge, interactive guidance, and communication resources to deliver contextual assistance at the point of need. The objective is to reduce cognitive workload, improve access to information, and support the adoption of new technology across the fleet.
The contractor would provide a GenAI-powered platform along with operations and sustainment support. Required capabilities include Retrieval-Augmented Generation (RAG) using approved organizational data, explainable AI with cited responses, hybrid semantic and keyword search, Zero Trust security, role-based access controls, audit logging, protection against prompt injection, and support for disconnected and air-gapped environments. The effort also includes ongoing knowledge base management, software maintenance, vulnerability remediation, incident response, and support for updating AI models and supporting data. The notice states that proposed solutions should demonstrate a Technology Readiness Level (TRL) of 6 or higher.
The opportunity will be competed through NAVWAR’s three-phase Commercial Solutions Opening process and may result in an Other Transaction (OT) prototype agreement. The notice states that a successfully completed prototype may transition to a follow-on production award without further competition. The Government also reserves the right to team companies with complementary capabilities to deliver a complete solution.
