The Naval Surface Warfare Center Dahlgren Division is conducting market research for the Shore Based Training, Engineering, and Development Support (SBEDS) requirement, a major follow-on effort supporting the modernization and sustainment of Navy training systems.
The objective of this requirement is to deliver end-to-end engineering, development, and lifecycle support for shore-based training environments used across Navy, joint, and coalition operations. The effort spans software, hardware, and systems engineering, with a strong emphasis on DevSecOps and agile delivery.
Scope is extensive and covers the full lifecycle of training systems, including requirements analysis, software and hardware engineering, systems integration, installation, testing and verification, cybersecurity, and sustainment. Additional responsibilities include lab support, configuration management, logistics, and lifecycle maintenance to ensure long-term system performance and readiness.
A defining feature of this requirement is its scale. The Government anticipates over 770 full-time equivalents across the contract lifecycle, signaling a large, enterprise-level workforce supporting a highly complex technical environment. This level of staffing reflects both the breadth of capabilities required and the critical nature of the systems being supported.
The effort also supports multi-national and multi-agency development initiatives, incorporating modeling, simulation, and advanced training technologies that underpin operational readiness.
The requirement will be competed under the SeaPort-NxG vehicle and represents a direct follow-on to an existing contract, suggesting both incumbent advantage and opportunities for new entrants through strategic teaming.
