The Cybersecurity and Infrastructure Security Agency (CISA) has published a forecast for program management and technical support services supporting its Financial Systems Modernization (FSM) initiative. The requirement is planned as a small business set-aside on OASIS+, with solicitation release anticipated in January 2027.
The requirement supports CISA’s Office of the Chief Financial Officer as the agency continues implementation of the Department of Homeland Security’s enterprise Financial Systems Modernization effort. According to the forecast, the contractor will provide program management, financial systems expertise, data management and migration support, system integration coordination, and implementation support as CISA prepares for transition to the Department’s modernized financial management environment.
The effort supports broader DHS initiatives to standardize financial management business processes, improve financial data consistency, implement common financial data structures, and migrate Components to modernized financial management platforms. Contractor support will help prepare financial data for migration, coordinate implementation activities, and support user readiness and enterprise deployment.
The forecast identifies FI Consulting, Inc. as the incumbent. The current award (Contract No. 70RCSA23FR0000001 under GSA OASIS Contract GS00Q14OADS204) currently reflects a potential value of approximately $15.8 million, providing context on the scale of the existing effort. The forecast anticipates award during the second quarter of FY2027, with performance extending through May 2032.
