The competitive landscape for the Federal IT and Consulting sector is dynamic, with companies entering and exiting every day for a range of reasons. A goal for any Government and GovCon leader is to identify, establish relationships with, and support firms, and their respective leaders, which are positioned to serve as the next generation of highly successful GovCon small businesses.

Every other week, we will highlight a handful of very small, but rapidly emerging businesses that are NEW (have been formed and/or launched over the past few years), and that should be on your radar as both a potential partner and competitor.

This week we cover four different emerging IT consulting companies that are women-owned, and Veteran-owned small businesses and that bring their own perspectives in the areas of Digital Transformation and Application Development; human-centered (HCD) design and software development; cybersecurity and business intelligence; business management; and data science and analytics. Oh yeah, and there is a common thread amongst this group related to their collective push to be heard from one of the biggest Federal Civilian agencies and around one of the large Federal IT contracts – T4NG2.

Snowbird AgilityFounded and led by CEO, and former Army Cryptolinguist, Sharon Grimm, the passion, energy and the message this woman-, minority-and Veteran-owned small business and team of seasoned Agile practitioners (Agilists) is serving up about their desire to improve the lives of those wanting to build software without limits, appears to be resonating far and wide. Whether it is picking up key wins to drive Agile Transformation for the Centers for Medicare & Medicaid Services; securing a coveted spot on an OPM Digital Services BPA team looking to drive exceptional digital products and experiences; or expanding its commercial footprint, this EDWOSB and VOSB certified company. with stated capabilities in PMO Support, Digital Transformation and Application Development, appears to just be getting started. #DigitalTransformation #DigitalModernization #innovation #GovCon

Friends From The City – Catchily named, this minority, woman-owned, LGBTE, and service-disabled Veteran-owned small business and digital services company, focused on impact. is headquartered in New York City with a stated mission to make digital interactions with the government easy and accessible to all people. Guided by a leadership team that includes Co-Founders Lapedra Tolson, a former Lead Visual Information Specialist with the U.S. Department of Homeland Security, and Tamara Tolson, a former Federal communications leader and Metro Transit Police Department Police Officer, Friends’ approach to human-centered design and software development is noted as being pretty straightforward – “apply user research to the design and development of functional platforms using clean code and inclusive design”. Armed with past performance and relevant experience in support of a number of Federal agencies, to include CDC, OPM, and in support of VA.gov modernization efforts, as well as relationships gained as a member of the Digital Services Coalition, Friends seems to be quite adept at … well, making friends. #HCD #UX #Impact

Dobbs Defense Solutions –  Prior to founding Dobbs, President and CEO Erica Dobbs served as the Defense Information System Agency/Joint Interoperability Test Command Deputy Division Chief for the Cyberspace & National Intelligence Division. She also served as a former Naval Officer who, over the course of 36 years, served on multiple tours of duty with the U.S. Navy, Joint, and NATO forces. This 8(a), Woman-Owned and Service-Disabled, Veteran-Owned Small Business (SDVOSB) brings together an executive and employee team with the types of proven experience and credibility in delivering IT, cybersecurity, business intelligence (BI), and project/program management (PM) services that few small businesses can match. While this EDWOSB certified firm is still a new face to the marketplace, they have managed to quickly and quietly add Prime contract wins in support the United States Patent and Trademark Office, the U.S. African Development Foundation, US Navy and the US Army, while broadening their past performance and footprint across numerous divisions and OpDivs across HHS, HUD and DOD. # SDVOSB #WOSB #EDWOSB #8(a) #RealDeal

Cadence Coalition – Launched less than a year ago, this economically disadvantaged women-owned small business (EDWOSB) and service disabled-Veteran-owned small business (SDVOSB) is the newest company on this list by far, but we take note when a rising business development leader and active GovCon community leader launches a new venture. Led by CEO and Founder, Shandi Perkins, a former Human Intelligence Collector with the US Army, this growth leader, who can lay claim to prior experience supporting initiatives throughout Central and South Florida, with a focus on SOCOM, CENTCOM, 6th Communications Squadron, JCSE, MARCENT and SOUTHCOM and the DOD and Intelligence community, has proven to be quite adept at networking and driving conversations with senior government and industry executives about emerging and challenging issues these DOD agencies are tasked with tackling today.  #onetowatch

What is the Common Thread amongst these four companies that we mentioned above? T4NG2 – This group of leaders driving these new emerging solutions providers have banded together with a range of experienced and proven WVOSB (Women Veteran-Owned Small Business) firms to show that they as a team, “have the capabilities to carry out and implement programs with speed, agility, and quality” and to “ask that the VA reconsider the T4NG2 allocation to women-owned businesses”. Increasing the allocation can make room for this group as well as our fellow highly qualified women, veteran-owned companies that intend to Prime on this important 10-year $60.7B IT services contract vehicle.
