How many bidders made the Phase II cut on IHT 2.0 and just how close was the scoring? Recent insight sheds some light on the scores for the 9 firms who DID make the cut and those who did not.     This is presumably pre-award?! I am interested to see whether any of the firms who did not make it past the original down-select will protest. Can they?

    IMO – Any bidder who elected to not proceed lacks standing. They can protest to the COFC, but it will be an uphill battle.

    I had been hearing 8 awardees, but does this mean that if WP prevails, we will have 10 or even 11?
