Update: ICYMI – The latest word out of DHS is that a second PACTS III draft RFP is forthcoming next week (the week of June 12, 2023), and DHS has also noted its intentions to host a virtual Industry Day no later than mid-July of 2023. The OrangeSlices AI team has fielded numerous requests over the past few months from industry growth and capture leaders evaluating the competitive landscape on this important 10-year IDIQ, but the recent announcement by the Department of Homeland Security that the next generation of its Strategic Sourcing Vehicle (SSV) for Professional Services will also include “separate and distinct tracks” for several other federal set-aside programs has driven a spike in interest and engagement over the past month.
The expectation is that the third generation of the popular DHS Program Management, Administrative, Operations (Clerical), and Technical Services Department-Wide Acquisition Contract (DWAC) will continue to be a popular option for DHS leaders seeking support services (non-Information Technology) that can meet the important, varied and cross-organizational missions of the agency in the years ahead. The scope of the IDIQ will focus on a range of Components and Headquarters customer Program Management and Administration (PM&A) requirements, to include, but not be limited to, providing consulting, clerical, personnel, physical distribution, billing, reporting, operations, financial planning, and record keeping support.
The Big Change – Expansion to include WOSB, HUBZone, 8(a) and SDVOSB
The biggest change for the next generation of this contract is that, while both predecessor versions of this contract (PACTS I and II) were set-aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), PACTS III is expected to see the contract expand to include other federal set-aside programs. This is expected to include separate and distinct tracks for women-owned, HUBZone, and 8(a) businesses, as well as service-disabled Veteran-owned small businesses.
Draft RFP and Industry Day Timeline
According to a recent update on SAM.gov, the agency is expected to release a Draft RFP as early as this week and they will host a virtual Industry Day on March 16th. This procurement is in the market research phase and the requirements will likely change over time. DHS is understood to be considering the following NAICS codes for this SSV at this time: 561110 Office Administrative Services; 541611 Administrative Management and General Management Consulting Services; and 541330 Engineering Services. The latest forecast shows a revised estimated solicitation date of August 30th, so make sure to get those family vacations in early this summer.
