VA Opens Market Research for Veterans Canteen Service IT Support Contract

The Department of Veterans Affairs has opened market research for a standalone IT support contract covering sustainment, operations, development and modernization of systems supporting the Veterans Canteen Service.

VCS operates more than 200 retail stores, cafés and coffee shops nationwide. The IT environment supporting those operations includes financial and retail systems, point-of-sale capabilities, mobile device management, SharePoint and other applications supporting inventory, payments, financial management and day-to-day canteen operations.

The draft requirement covers software sustainment and development, operations and maintenance, cybersecurity, DevSecOps, cloud support, system integration, data and analytics, Tier 2 and 3 technical support, program and project management, and continued enhancement and modernization of VCS systems.

The environment includes the VCS Automated Information System, Point of Sale system and Mobile Device Management capabilities, along with SharePoint and supporting applications. VA notes that portions of the environment are in sustainment while others are undergoing modernization. The legacy on-premises Oracle Retail environment is being migrated to a commercial Oracle Retail SaaS solution through a separate acquisition, with this contractor expected to support related interfaces and workflows.

The draft PWS contemplates a 12-month base period and four 12-month option periods. It also includes optional work for additional VCS IT support and modernization, surge support, and sustainment of ShopVCS eCommerce integrations involving Pay.gov and Amazon fulfillment systems.

VA has not identified an estimated contract value, acquisition vehicle or set-aside strategy. The agency is asking industry for input on the PWS, acquisition strategy, contract structure and performance period as it develops the potential procurement.

For VA IT contractors and firms with application sustainment and development, DevSecOps, cybersecurity, cloud, Oracle, systems integration and IT modernization capabilities, the RFI provides an opportunity to evaluate and help shape the requirement before VA determines its acquisition approach.
