An RFI that was recently posted by the Department of Treasury’s Bureau of Engraving and Printing (BEP) Chief Information Officer (CIO) Directorate has small business hunting for partners who can lay claim to Section 508 Compliance and/or Consulting Services expertise implementing Executive Order 14035, which is intended to promote Diversity, Equity, Inclusion, and Accessibility (DEIA) in the Federal Workforce. 

Background 

BEP is the largest producer of security documents in the United States, printing billions of Federal Reserve Notes for delivery to the Federal Reserve System each year. In addition to US currency, the BEP produces several other security documents such as portions of US passports, materials for Homeland Security, military identification cards, and Immigration and Naturalization Certificates. 

The Bureau’s CIO Directorate is responsible for implementing and maintaining information systems and the underlying infrastructure and IT services that support the Bureau’s mission in accordance with applicable Federal laws and regulations. The CIO Directorate’s Office of Enterprise Solutions (OES) oversees activities and manages the resources required to design, build, deploy, and maintain information system solutions (both government-developed and commercially acquired). The Office of Enterprise Solutions has been administering and improving upon the Bureau’s Section 508 program since 2015. Currently, BEP’s IT Accessibility Program only addresses ensuring material posted to its internal and external Internet sites are 508 compliant and that information and communication technology that is procured has a 508 determination.  

The Bureau desires a Contractor to provide the framework to provide education and awareness of what is needed to build and manage effective agency Section 508 Programs, and to provide strategic planning for increased agency Section 508 compliance and effective management of information technology.  

The scope of this task order will be divided into seven areas for DEIA and Section 508 compliance. 

  • Assess the Bureau’s IT Accessibility Program to gauge where the BEP’s program is and to determine what steps are necessary to improve the program.  
  • Implement Acquisition improvements. 
  • Implement Agency Technology Life Cycle improvements. 
  • Implement Testing and Validation improvements. 
  • Implement Complaint Management improvements. 
  • Implement Training improvements. 
  • For Section 508 document and website remediation compliance purposes: the Contractor shall make ICT content intended for publication on the Bureau’s InSite Intranet website and our public facing Internet site (www.bep.gov) 508 Compliant.
