“The Division of Economic and Risk Analysis (DERA) provides a wide range of data-driven economic analyses and analytics to the Commission and staff across the Securities and Exchange Commission (SEC). DERA’s sophisticated analytic and data services are mission focused, comprehensive, and include: 

  • Providing detailed, high-quality economic and statistical analyses, and specific subject matter expertise to the SEC; 
  • Identifying, evaluating and recommending ways the SEC staff can use financial data, including interactive data, as well as providing expertise in data analysis; 
  • Identifying and analyzing issues, trends, and innovations in the marketplace; 
  • Developing analytical tools, approaches, methods, and models in order to identify trends, risks, or potential securities law violations in the capital markets; 
  • Working with outside experts in academia and industry to strengthen the SEC’s foundation of market knowledge; 
  • Analyzing and maintaining public and private financial and market data to support relevant initiatives and analytic projects; 
  • Creating knowledge through high-quality research and publication in peer-reviewed journals; and 
  • Participating in, and contributing to, academic and industry conferences. 

The Office of Data Science (ODS) utilizes artificial intelligence to provide advanced analytical solutions for staff across the agency. This enables senior leaders to make data-driven, evidence-based decisions and improves operational efficiency through the automation of formally manual processes. Given that these analytical solutions are often tailored to the needs of individual customers, ODS is seeking to broaden our offerings by also providing analytics-as-a-service. 

This work spans all stages of the data science lifecycle: from complex queries and data manipulations of our in-house data stores, pre-processing and cleansing of data, model validation and hyper-parameter tuning, strategic implementations of algorithms that can scale, and visualization, systemization, and web development to serve up analytical insights. 

Objectives 

The primary objective of this Task Order is to advance early prototypes of analytical solutions into a production environment made broadly available enterprise-wide. These will form the basis of an analytics-as-a-service platform allowing users to derive insights from the SEC’s various datasets via advanced analytics, which in turn will be used to support the SEC’s mission. ODS seeks analytical expertise across all stages of the data science lifecycle to deliver these solutions to its clients. This may include the following tasks: refactoring code to increase performance, migrating code to the SEC’s cloud environment (AWS), working with IT to promote computational workflows to a production environment, creating simple visualization dashboards (e.g., via Plotly Dash) for end-users to consume insights. 

The delivery of the project shall be managed according to industry best practices in project and program management and in accordance with the SEC Agile Service Delivery Framework (SDF), and as the SEC Agile practices mature, this contract shall adapt to adopting the new SEC SDF processes.” 

The competition will be fierce. You can expect that there will be a number of firms working to influence the set-aside and contract vehicle choices that SEC makes for any subsequent solicitation.
