Any time a market research request for a new 5-year contract starts with – “MeF is tremendous in scope. MeF is a mission critical, very large, very active and mature application that requires a large, highly skilled staff that can hit the ground running to support a very complex and dynamic application” – potential respondents, to include small business, immediately recognize that it will be a challenge for any new entrant to get a seat at the table, but that will not stop companies from trying.  

The Internal Revenue Service is gearing up to release the recompete contract to support this high-profile system and, aligned with its stated goals of maximizing competition and innovation and providing best value to the government, the IRS has been conducting market research to identify small and large firms that bring relevant capabilities and proven experience supporting systems of this nature. The Modernized e-file (MeF) Program provides a secure web platform for electronically filing tax and information returns by registered Electronic Return Originators (EROs). This system uses a browser-based and application-to-application solution to provide ERO end users with optimized return filing. MeF is quickly becoming the primary system for electronic filing of business and individual tax returns and forms. 

The IRS has spent the better part of two decades on the design and development of this web-based system, and MeF is indeed tremendous in scope. As outlined by the IRS, it spans three significantly diverse product environments and has more than 10 lower environments that must be kept operational 24/7, maintains and updates 2.7 million lines of code, requiring approximately 75 senior/expert developers (not beginners), and has deadlines which are not flexible to achieve annual tax requirements.  

With the annual tax filing deadline set for one week from today, it is easy for any tax-paying American to appreciate the value of having this system available, accessible, and able to deliver without interruption, while appreciating why the IRS would like to avoid any hiccups which could trigger unwanted negative attention, scrutiny, and inquiry.  

This new contract is not set to begin until shortly after the 2024 tax filing season is complete. As part of the market research activities, a handful of GSA contract vehicles that they are evaluating were mentioned, to include Alliant 2, MAS, Vets 2 and STARS III.
