The Naval Supply Systems Command has released a solicitation for Persistent Cyber Training Environment (PCTE) Support Services supporting the Naval Information Warfighting Development Center (NIWDC). The requirement is being competed as a 100% Women-Owned Small Business (WOSB) set-aside and seeks contractor support for the Navy’s Persistent Cyber Training Environment, including software development, cyber training development, Fleet support, doctrine development, readiness reporting, and program support.
According to the Performance Work Statement, the contractor will support NIWDC’s use of the Persistent Cyber Training Environment for Live, Virtual, and Constructive training by providing software and network engineering support and subject matter expertise for virtual training development. The work includes development and maintenance of virtual training environments, support for Warfare Tactics Instructors, and support for cyber training events and exercises.
The requirement is organized around six capability areas. The contractor will support development of the Persistent Cyber Training Environment through software development, systems integration, testing, configuration management, technical documentation, software releases, and delivery of source code and related artifacts. The contractor will also support planning and execution of cyber training events, development of virtual training scenarios and courseware, and integration of new capabilities into the training environment.
The solicitation also includes support for Fleet cyberspace operations. The contractor will develop and update cyber training materials, advanced exercises, and instructional content supporting Defensive Cyberspace Operations and related cybersecurity capabilities. Additional responsibilities include support for doctrine development, readiness reporting, technical analysis, after-action reporting, and development of documentation supporting Fleet cyber operations and training.
The solicitation provides for a one-year base period with four one-year option periods and a six-month extension option under FAR 52.217-8. The requirement is structured as a firm-fixed-price contract. The solicitation also requires contractor personnel supporting the effort to possess final Top Secret/Sensitive Compartmented Information clearances, with interim clearances not accepted.
