The Department of the Navy has opened competition for support services that operate and modernize its enterprise human resources technology environment. The requirement supports the Manpower, Analytics, and Human Resources Systems (MAHRS) Directorate within the Office of the Assistant Secretary of the Navy for Manpower and Reserve Affairs, providing the technical and business support needed to manage HR systems, workforce data, and analytics across the Department of the Navy’s Total Force workforce.
The work combines enterprise HR systems support, IT operations, data governance, analytics, and Equal Employment Opportunity support under a single requirement. The contractor will help manage HR information systems, administer enterprise applications and databases, maintain help desk operations, develop business intelligence products and workforce analytics, and support HR policy and data governance. The effort also includes supporting the continued migration of MAHRS infrastructure into the Navy’s Amazon Web Services cloud environment, Oracle enterprise business systems, and the Navy’s Jupiter data architecture.
The PWS also calls for capabilities supporting data architecture, data engineering, data science, cybersecurity compliance, Agile project management, enterprise reporting, knowledge management, and technical administration of the Navy’s HR technology portfolio. Together, the requirement positions the contractor to support both the operation of existing HR systems and the continued evolution of the Navy’s enterprise workforce data environment.
The solicitation is being competed as a total small business set-aside under the SeaPort NxG multiple-award contract, limiting competition to eligible small business SeaPort prime contract holders. The Navy is also using a two-step fair opportunity process, requiring an initial capability submission before inviting selected firms to submit full technical and price quotations.
