HQ SACT Seeks Contractor to Evaluate Quantum Computing for Future NATO Modeling and Simulation
Headquarters Supreme Allied Commander Transformation (HQ SACT) has issued a Request for Proposal for the M&S Paradigm Framework for Adaptive AI Simulation on Quantum (FAASQ). The requirement is a research and capability development effort focused on evaluating how quantum computing could support future NATO modeling and simulation (M&S) capabilities.
The contractor will assess where quantum computing can improve the M&S lifecycle and develop methodologies, proof-of-concept demonstrations, and comparative assessments that will support future NATO capability development. The work is organized around three lines of effort: evaluating quantum-enhanced approaches for specific computational challenges, examining whether the M&S lifecycle can be reformulated for quantum-enabled execution, and assessing quantum-native approaches for selected modeling and simulation problems. The objective is to determine where quantum approaches provide measurable value when compared with established classical methods.
The effort is analytical rather than operational. Deliverables include a design methodology for integrating quantum-relevant approaches into future M&S environments, proof-of-concept formulations and comparative assessments across the three technical approaches, and a final roadmap identifying future capability requirements, technology gaps, maturity limitations, follow-on experimentation, and recommendations for future quantum-enabled M&S development. The roadmap will also identify academic, industrial, cloud computing, high-performance computing, and dual-use innovation ecosystems that may support future collaboration.
Artificial intelligence is included as a supporting analytical capability throughout the project. The statement of work allows AI-assisted methods to support activities such as problem decomposition, mathematical reformulation, benchmarking, and documentation. The RFP requires all AI-assisted outputs to undergo human review, mathematical verification, and comparison against classical baselines before they are used in proof-of-concept activities or capability recommendations.
HQ SACT intends to award a firm-fixed-price deliverables contract with performance through December 31, 2026. The work will be performed at contractor facilities and is classified as NATO UNCLASSIFIED. Eligible offerors must be established in a NATO member nation, and proposed key personnel must be citizens of NATO member nations.
