For those tracking VA’s HINGE Oracle Health Interface requirement, the Department has updated its acquisition approach. VA announced September 16 that RFI 36C10B26Q0739 will not result in a solicitation at this time. Citing unforeseen Government delays, VA anticipates awarding a sole-source modification to Hunter Strategy, LLC under existing contract 47QTCA18D005V / 36C10B25F0278. The modification is intended to allow the current contractor to complete the planned work and maintain the program schedule for the Oracle Health interface.
VA also stated that future HINGE interface requirements will be competed, with specific acquisition strategies to be announced once finalized.
HINGE is VA’s radiation oncology information and analytics platform, which interfaces with VA clinical information systems to support the collection, integration and use of clinical data. The current effort is focused on completing development and deployment of the HINGE interface with Oracle Health. The scope includes completion of the FHIR ChargeItem interface enhancement, build and unit testing, Interface Solution Testing and defect resolution, interface documentation, cutover planning and rehearsals, EHRVIP readiness activities, production cutover and Go-Live support, post-Go-Live stabilization and cybersecurity/ATO support. The contractor is also expected to work with VA and Oracle Health teams throughout implementation.
The draft schedule released in August identified a January 16, 2027 production Go-Live for the Wisconsin market, followed by post-Go-Live stabilization and support through April 19, 2027.
